ASTtools::publishTemplateParameterPackExpansion

Publish the exact use‐site pack‐expansion surface for an argument that references a template parameter. A type parameter's SgTemplateType owns the ellipsis in its declaration; the SgTemplateArgument owns the ellipsis in a generated template‐id use.
