ClangToSageTranslator::hasExactSemanticExpressionConstructionEvidence

An exact semantic expression is evidenced either by a physical Clang range or by the active Clang expression traversal itself. The latter is required for implicit semantic expressions whose Clang SourceRange is intentionally invalid.
