SageBuilder::attachSourceDeclaratorTag

Attach a fresh source‐written class/enum declaration to its exact function declarator scope without changing its semantic symbol scope. This is the construction‐time structural transaction used by Clang TypeLoc producers; it does not synthesize source provenance or transfer an existing owner.
