SageBuilder::beginSourceDeclaratorScopeConstruction

Begin construction of a non‐function declaration whose TypeLoc owns nested source‐written tags. Both nodes must be fresh and the scope must be empty; finishSourceDeclaratorScopeConstruction() hard‐validates the populated source children before the declaration can be published.
