SageBuilder::buildEmptyDeclaration

Build a detached empty declaration with one explicit lexical role. This builder never consults the ambient scope stack; callers must publish the result through one explicit structural ownership transaction and must distinguish a real ; from a zero‐spelling preprocessing/source anchor.
