SageBuilder::buildNamespaceDeclaration_nfi

Build one namespace declaration with explicit semantic and lexical ownership. Source‐lexical declarations require source‐spelled fragments and a positive producer‐wide namespace order in the final expanded token stream; generated and semantic‐only declarations require no order.
