SageBuilder::buildSemanticAuxiliaryVariableDeclaration

Build and publish one named semantic‐only variable declaration under the scope's exact auxiliary owner. Structural ownership is established before the variable symbol is inserted, so copied scope symbol tables can map the symbol only to an attached declaration basis.
