SageBuilder::initializePendingSourceVariableDeclarationProvenance

Complete the provenance of a detached frontend source declaration before its exact declaration range is known. Fresh structural wrappers receive semantic generated provenance while already source‐positioned expression operands retain their exact immutable provenance.
