SageBuilder::publishExactSourceLexicalDeclaration

Complete one source‐lexical declaration transaction whose builder used sourceLexicalPendingExactSource(). The declaration must still be detached and must already own exact physical source provenance. This operation publishes the lexical owner exactly once and never synthesizes or repairs source information.
