Description

Namespace reopenings are distinct semantic/source scopes that share one canonical symbol table. Class‐like scopes, by contrast, are exact identity owners and are never normalized. Construct this descriptor from the exact semantic scope of the declaration being built; callers cannot supply or repair the canonical symbol scope independently.
